ISIS claimed responsibility for the Moscow attack. Maxim Shemetov/ReutersHe regards the Moscow attack as a “breakthrough success” for the group, demonstrating a level of planning not previously seen beyond south Asia. Russia’s support for authoritarian regimes in central Asia – which ISIS-K has described as Russia’s “puppets” – has deepened the animus. The attitude of the Russian government, both pre- and post- the Moscow attack, may not help it confront the threat. For ISIS-K, the Moscow attack is a coup.

CNN —Russian President Vladimir Putin told government officials on Thursday that space projects, including setting up a nuclear power unit in space, should be a priority and get proper financing, according to state news agency TASS. “We need to finance it on time,” Putin said, according to TASS. The news comes after sources told CNN last month that Russia is trying to develop a nuclear space weapon that could potentially cripple a vast swath of commercial and government satellites. The weapon is still under development in Russia and is not yet in orbit, Biden administration officials have emphasized publicly. But if used, officials say, it would cross a dangerous rubicon in the history of nuclear weapons and could cause extreme disruptions to everyday life in ways that are difficult to predict.

CNN —Moscow is ready to use nuclear weapons if there is a threat to the existence of the Russian state but “there has never been such a need,” President Vladimir Putin said in an interview with state media published Wednesday. Putin said that from a military and technical standpoint, Russia is ready for a nuclear war, though he didn’t say one was imminent. He warned that if US troops were deployed to Ukraine, Russia would treat them as interventionists. So I don’t think that everything is going to go head-on here, but we are ready for it,” Putin said. In his interview with state media, Putin said Russia would be willing to negotiate on Ukraine, but only if based on reality.

CNN —Ukraine launched overnight drone attacks on three oil refineries deep inside Russia, a Ukrainian defense source told CNN on Wednesday, as Kyiv intensifies its cross-border strikes days before President Vladimir Putin’s anticipated re-election. It marked the second consecutive day of Ukrainian attacks on Russian energy sites, and the locations targeted represent a spate of attacks well within Russia’s territory. The border region of Belgorod has taken the brunt of Ukraine's cross-border attacks during the war. Russia’s Belgorod Region Governor Vyacheslav Gladkov said 10 civilians were injured and six were hospitalized in the region on Tuesday. During a lengthy interview on state television channel Rossiya 1 on Wednesday, Putin said Ukrainian attacks on Belgorod and Kursk are happening amid Kyiv’s “failures” on the battlefield.

CNN —Russian President Vladimir Putin warned the West of the risk of nuclear war if they send their own troops to fight for Ukraine, saying Moscow had the weapons to strike Western targets. In his annual state of the nation address to Russia’s elite on Thursday, Putin said claims that Russia intends to attack Europe are “nonsense” but warned that his country might strike Western countries with nuclear weapons. Putin referenced an idea floated by French President Emmanuel Macron, who on Monday said the possibility of sending Western troops to Ukraine “cannot be ruled out.” Several European leaders swiftly rejected the suggestion. Putin has raised the nuclear specter on several occasions since Russia launched its full-scale invasion of Ukraine more than two years ago. Russia transferred tactical nuclear weapons to neighboring Belarus last year, and CNN reported this month that Russia is attempting to develop a nuclear space weapon that could destroy satellites.

It is doing so in part because the plans and intentions of Ukraine’s Western allies are so vague. Just as the Kremlin is doing, Ukraine’s Western allies are signaling their resolve to “defeat” Russia without actually articulating what that defeat means. The military support Ukraine’s allies are willing and capable of offering stops precisely where Ukraine’s most pressing shortages lie: manpower. But Ukraine’s Western allies are failing to reckon with these realities and, amid growing reluctance by right-wing parties in the US and Europe to shoulder the costs, are resorting instead to triumphalist rhetoric. Western allies need to start recognizing their limited resources, or at least the limits to what they can or will offer Ukraine.

What is happening is to a certain extent, an element of a civil war,” Putin claimed. The island remained a Japanese colony for half a century until the end of World War II, when it came under the control of China’s ruling Nationalist government. Today Xi is expanding China’s military at a pace the world hasn’t seen in a century – since before World War Two. Long-time China analyst Steve Tsang, author of “If China Attacks Taiwan,” once told me that Xi’s military build-up is, by comparison, larger than Nazi Germany and Imperial Japan combined. Many here in Taiwan fear it’s only a matter of time before Xi, like Putin, puts his words into action.

CNN —When dual US-Russian citizen Ksenia Karelina boarded a flight from Istanbul to Russia in January, the last thing on her mind was that she would find herself behind bars weeks later on treason charges, her boyfriend told CNN’s Brianna Keilar Wednesday. She went on to Russia, while he returned to California - and that’s when he discovered she had been detained. Russian authorities took her cell phone then released her and she was able to see her family and contact him. Despite it all Van Heerden said he was hopeful the US would not give up on her. Ksenia Karelina's boyfriend said she had for years been a "semi-pro" ballerina.

CNN —A US-Russian dual citizen has been arrested in Russia on charges of treason for allegedly collecting funds for Ukrainian organizations and openly supporting Kyiv. It also accused the woman of taking part in “public actions in support of the Kyiv regime” while in the US. The court chose a preventive measure in the form of detention for the accused,” the statement added. Moscow has detained several US citizens in recent years, some of whom have been exchanged for Russian prisoners held in Western countries. The Moscow City Court on Tuesday rejected Gershkovich’s lawyers appeal and has upheld his pretrial detention until March 30.

CNN —A Joe Biden presidency would be better for Russia than a Donald Trump one, Russian President Vladimir Putin told pro-Kremlin journalist Pavel Zarubin in an on-camera interview Wednesday. CNN —Ukraine claims it has evidence Russia fired an advanced hypersonic missile – one that experts say is almost impossible to shoot down – for the first time in the almost 2-year-old war. The government-run Kyiv Scientific Research Institute of Forensic Expertise said in a Telegram post that debris recovered after a February 7 attack on the Ukrainian capital pointed to the use of a Zircon hypersonic cruise missile by the Russian military. Ukrainian authorities reported four people were killed and 38 others injured in Kyiv during the February 7 attacks, but no casualties have been directly attributed to the alleged Zircon missile. Its hypersonic speed makes it invulnerable to even the best Western missile defenses, like the Patriot, according to the United States-based Missile Defense Advocacy Alliance (MDAA). Additionally, the MDAA says the Zircon is “a maneuvering anti-ship hypersonic cruise missile” with a range of somewhere between 500 and 1,000 kilometers (310 to 620 miles).

CNN —Russian President Vladimir Putin has suggested “an agreement can be reached” with the United States to release detained American journalist Evan Gershkovich, as he brought up the conviction of a “patriotic” Russian hitman in Germany. Gershkovich, a Wall Street Journal reporter, was arrested last March while on a reporting trip in the country. When Putin said Gershkovich was working with US special services, Carlson did push the Russian president, saying: “This guy is obviously not a spy, he’s a kid. In fact, journalists have repeatedly been requesting interviews with Putin, but the Russian President had declined to grant access. The Russian President suggested that the path to ending the war in Ukraine was through direct negotiations between Washington and Moscow.

Russian President Vladimir Putin used an interview with former Fox News host Tucker Carlson to urge Washington to recognize Moscow's interests and persuade Ukraine to sit down for talks. Most of the interview, released Thursday, focused on Ukraine, where the war is nearing the two-year mark. It was Putin’s first interview with a Western media figure since his full-scale invasion of Ukraine two years ago. Two journalists working for U.S. news organizations — The Wall Street Journal’s Gershkovich and Radio Free Europe/Radio Liberty’s Alsu Kurmasheva — are in jail. Asked by Carlson whether Russia would release Gershkovich, Putin said Moscow is open to talks but repeated that the reporter was charged with espionage, an accusation Gershkovich has denied.

CNN —It’s evident now why Vladimir Putin granted an interview to Tucker Carlson. At times, between the airing of grievances, Putin appeared to school Carlson on historical events as the host looked on in bewilderment. It was a massive propaganda victory for Putin, who can — and will – now twist the encounter for his own ends. “VLADIMIR PUTIN’S INTERVIEW GAINS OVER 20 MILLION VIEWERS IN FIRST TWO HOURS,” RT boasted in one on-screen graphic. CNN —Russia and Ukraine have exchanged hundreds of prisoners of war, in the first such swap since the deadly crash of a Russian military plane that Moscow claimed was carrying 65 captured Ukrainian soldiers. Wednesday’s exchange was the first since the mysterious crash of a Russian IL-76 plane on January 24 in Russia’s Belgorod region, which neighbors eastern Ukraine. But Ukraine’s intelligence chief Kyrylo Budanov said there was still no reliable information as to who might have been on board the downed Russian plane. Speaking after Wednesday’s prisoner exchange, Russian President Vladimir Putin claimed the IL-76 plane had been downed by a US Patriot missile system. Putin stressed that Russia would not halt prisoner exchanges despite the plane crash.

ST. PETERSBURG, Russia (AP) — The leaders of Russia and Belarus met Monday to discuss ways to further expand their close alliance that has seen the deployment of some of Russia's nuclear weapons on the territory of its neighbor. President Vladimir Putin emphasized that Russia and Belarus have developed a “strategic partnership” as part of their 25-year union agreement. Political Cartoons View All 253 ImagesLast year, Russia moved some of its short-range nuclear weapons into Belarus, closer to Ukraine and onto NATO’s doorstep. Their declared deployment was widely seen as part of Moscow's efforts to discourage the West from increasing military support to Kyiv. The U.S. State Department reported it in December, without offering details, and said Russia rejected it. In Russia, espionage trials can last for more than a year. Gershkovich is the first American reporter to be charged with espionage in Russia since 1986, when Nicholas Daniloff, a Moscow correspondent for U.S. News and World Report, was arrested by the KGB. Analysts have said that Moscow may be using jailed Americans as bargaining chips after U.S.-Russian tensions soared when Russia sent troops into Ukraine. At least two U.S. citizens arrested in Russia in recent years, including WNBA star Brittney Griner, have been exchanged for Russians jailed in the U.S.

The Red Square mausoleum where his embalmed corpse lies in an open sarcophagus is no longer a near-mandatory pilgrimage but a site of macabre kitsch, open only 15 hours a week. The ideology that Lenin championed and spread over a vast territory is something of a sideshow in modern Russia. “As a result of Bolshevik policy, Soviet Ukraine arose, which even today can with good reason be called ‘Vladimir Ilyich Lenin’s Ukraine.' The Mayakovsky poem that proclaimed Lenin's immortality was “a parting word, or a spell, or a curse,” Rudakov said. MOSCOW (AP) — Russian President Vladimir Putin on Friday announced a plan to endorse a national strategy for the development of artificial intelligence, emphasizing that it's essential to prevent a Western monopoly. Speaking at an AI conference in Moscow, Putin noted that “it’s imperative to use Russian solutions in the field of creating reliable and transparent artificial intelligence systems that are also safe for humans.”“Monopolistic dominance of such foreign technology in Russia is unacceptable, dangerous and inadmissible,” Putin said. “Threats to exterminate the Jews are the result of the work of Russian state propaganda, which for decades cultivated feelings of hatred towards other peoples among Russians,” he noted. Kadyrov has also provided footsoldiers for Russia’s war in Ukraine. The Gaza war adds one more match to the fire. Additionally, Russia’s war in Ukraine has impacted Dagestan heavily, with significant casualties. But an anti-Jewish riot in the southern region of Dagestan shows how quickly that model can backfire, particularly for those trapped inside the echo of Russian state propaganda.

Here are the main takeaways from China’s Belt and Road Forum. No doubt over Putin’s prominenceThe gathering left no question over who was the most important world leader in attendance in the eyes of China’s Xi. In his meeting with Putin, Xi hailed the China-Russia partnership as “a long-term commitment,” stressing “ever-lasting good neighborliness and mutually beneficial cooperation,” and alluding to their shared 4,300-kilometer border and mutual aims. Since then, skepticism about China’s global ambitions has risen in Europe, in particular over Beijing’s economic and diplomatic support for Moscow. “Obviously, competition should not mean working against each other but mutually improving each other,” he said, while touting the quantity of China’s global development projects.
